The Thunderbolts Initiative is HAMMER's counterpart to the SHIELD - Avengers Initiative, built from the ashes of HYDRA and Oscorp Industries's Masters-Sinister Initiative programs. The members of the Thunderbolts mostly consist of former members of the Masters or from anti-heroes not willing to play nice with the Avengers.
